Our Services

Services include continual inspection to ensure compliance with project plans and contract documents; daily work reports to document contractor progress and site conditions; preparation of progressive pay estimates; preparation of change orders; materials certification; and project auditing and close-out.

Our ODOT certified lab performs QA testing to ensure compliance with contract testing frequency requirements and materials specifications. Testing includes field and lab services for concrete, soils, and aggregates.

Services include utility owner research, conducting field meetings, review for conflict with proposed construction, review of cost estimates, and inspection.

How We Do It


Benchmark Construction Services was formed in 1998 by Mike Dedmon and Jack Smith. Since that time, we have continually provided quality Construction Management and Construction Observation services for transportation and commercial building projects. In 2014, Brian Glover, PE, and Rick Bond, PE, joined the firm as principals, bringing over 60 year's combined engineering experience in Oklahoma's transportation industry.


Our primary focus has always been in serving governmental clients such as the Oklahoma Turnpike Authority and the Oklahoma Department of Transportation, but we are equally adept at commercial building construction. Our staff has extensive experience in Construction Engineering and Inspection, Construction Materials Testing, and Utility Relocation Coordination. We have provided a broad range of CM services for bridge and pavement construction projects, interchange projects, reconstruction of toll plazas, and construction of highway maintenance facilities.


We strive to always represent our clients in a professional manner, with integrity and honor. Our priorities will always include the client's best interest. We pride ourselves in our ability to recognize and quickly resolve issues that could lead to costly claims. Our goal is to always deliver a project void of issues, on time, and on budget.

Mr. Bond graduated from the University of Oklahoma with a Bachelor of Science in Civil Engineering in 1985. He spent the next 20 years working for the Oklahoma Department of Transportation, serving as a Project Engineer, Resident Engineer, Area Maintenance Engineer, and Assistant Division Engineer for Construction and Maintenance. Since leaving ODOT, he has worked as a Consultant Resident Engineer. He graduated from Southern Nazarene University in 2010 with a Master of Business Administration.

Mr. Glover graduated from the University of Missouri-Rolla with a Bachelor of Science in Civil Engineering in 1985. He has 11 years of experience working with the Oklahoma Department of Transportation, four as a Resident Engineer. As a consultant, Mr. Glover has designed, managed and inspected numerous interstate, highway, street and bridge projects. He has managed projects ranging from small county bridges to a $700 million turnpike expansion program.

Mr. Mirth graduated from Oklahoma State University with a Bachelor of Science in Civil Engineering in 1985. He worked for ODOT for the next 32 years, serving as a Project Engineer, Area Maintenance Engineer, Division Traffic Engineer, Assistant Division Engineer for Maintenance, and the State Maintenance Engineer. He is familiar with all aspects of roadway and bridge construction. Mr. Mirth developed and managed the pavement maintenance program for Field Division VII.

Mr. Williams graduated from the University of Oklahoma with a Bachelor of Science in Civil Engineering in 2015. He has years of experience working for the City of Oklahoma City and the Oklahoma Department of Transportation where he held positions in Construction Project Management, Asphalt Mix Design, and Stormwater Drainage Design. Since leaving ODOT, he has worked for Benchmark focusing on Asphalt Applications and Road & Bridge Construction.
